Monetization of Mobile Dynamic Spectrum Access
The project goal was to define the architecture and design software in order to implement usage tracking and rating process for utilization of LTE Mobile Core. Usage tracking and rating process features collecting partial CDRs across LTE Mobile Core nodes: Mobility Management Element (MME), Serving Gateway (S-GW) and Serving GPRS Support Node (SGSN).
Challenges:
- Devising on an optimal vendor neutral solution architecture across vendor and standards landscape (ETSI, 3GPP).Constant requirement changes making an impact on low-level design decisions
- Software implementation required high availability, reliability and superb scalability, with data collected and processed in near-real time

Emphasis was on defining optimal system architecture, usage tracking and rating process that enables MNO to sell its mobile network capacity (LTE base station coverage, data bandwidth, priority, usage timeframe) on an open market as a commodity.
Benefits:
Project defined the architecture and software to implement usage tracking and rating process for utilization of LTE Mobile Core. Software agent in MNO collects partial CDR over Rf, or Ro/Gy interfaces, filters them by policy filters and passes them to Usage Controller to prepare for billing.
